The US Constitution states "The President shall be commander in chief of the Army and Navy of the United States..."

What Obama is saying is basically the "best defense is NOT a good offense" but rather the "best defense is NO offense or defense".  Left winged liberal politicians have had this philosophy for ages and it always gets us into trouble.  9/11 and Pearl Harbor took place because the U.S. and the Western world showed weakness.
