Croatia sided with the Nazis, was given independence by the Nazis, and was run by the Croatians (Ustasha). Croatia never had to face punishment for its WWII crimes and so Croatians deny the crimes to this day and instead view the Ustasha with pride.
Serbia (Mihailovic) fought against the Nazis and Belgrade was bombed and occupied by the Germans. Nedic was a Nazi supporter, but he was just a figurehead. The Germans occupied Serbia, built th econcentration camps, ran the concentration camps, and exterminated Serbs and Jews. The only concentration camp ever built in an urban area was built in Belgrade so that the Serbs could see exactly what awaited them if they insisted on fighting back. Serb haters love to label Mihailovic as a "Nazi collaborator" because he fought against Tito's Communist Partisans in addition to fighting the Nazis. But the reason he fought against the Communist Partisans was that Tito initiated attacks against Mihailovic in order to spread propaganda against him (claiming Mihailovic attacked the Partisans and was siding with the Nazis) in order to shift western support from Mihailovic's Chetniks (Serbs) to Tito's/Stalin'sCommunist Partisans.
