The only problem is that when people register on the forum it states that you have to wait for the approval of the administrators a lot of the new people don't post anything on the forum

Compared to many other forums JTF is a very active site. Whatever the active member count is we always have a good amount of people posting.

  The less active ones can always be PMed and/or emailed as to our daily events and activities - it's never too late to be active again.

Great point Danstx19. I am sure there a a good number of them that have no activity however many folks who are signed up just come on to the site without logging in. They look around a bit and just don't log in to post. Some members stay away for a while and then return.
