It's authentic. It's been all over the net. Noone on any of the reputable political sites has questioned it.
I posted a video of this Obama speech  a long time ago, (lost it when the JTF site went down) and I remember that there were dozens of comments. I don't know if the one posted here is a new one or the same with all the comments deleted.
