That map doesn't have Israel. In Israel students are required to take English and all road Signs are in English as well as Hebrew

I voted NO. Unless they really want independence. Anyway it would be not good for them. And the solution is not isolating Puertoricans from Spanish, but encouraging them all to learn English. English is official there, but the number of people who speak it correctly is decreasing. Each minority has the right to keep its own language, but they must learn English. Without English, a person has his knowledge and possiblities reduced by 75%.
English is to this world what Aramaic was to Biblical times.
