No, it is free...

With my phone I went to the pTunes application. Went to Menu/Tools/Internet Radio and hit select.
Then I opened the menu  and selected "Add...". A dialog is displayed where you can enter the name of the station and the Station URL. Enter the information and hit OK.

Then you can select the station and hit play...

From your computer you should be able to play from Windows Media player which comes free with MS Windows, or I play from XMMS or Totem media player or MPLAYER or VLC which are all free.
