Bad, but you know blacklists can be worked around. People could use (web) proxies e.g. squid, and encrypted connections e.g. with SSH. And the more restrictive the govt gets, the more this will be done, the easier it will be made for people.

Whitelists would work but they'd never do it. Too restrictive.

Censorship is bad.
