Earlier on Monday, however, Pakistan arrested Zaki-ur-Rehman Lakhvi, a Lashkar-e-Taiba (LeT) operation chief, on charges of masterminding the Mumbai terror attacks.

This is while some Indian analysts blamed Israeli intelligence agencies of masterminding the plot, basing their theory on the fact that some of the victims of the attacks were anti-Zionist Jews. <<UNQUOTE

"In the current environment, the PAF has enhanced its vigilance," PAF spokesman Air Commodore Humaun Viqar was quoted as saying. Other channels also quoted different officials that Pakistan forces were on alert but dispelled rumours of any attack.

However, residents in Islamabad and other cities came out of their homes and offices and started calling media organisations.

Reports said all airports of the country were also put on high alert. Flights bound for Dubai from Lahore and another from Quetta were halted while all entry passes at Lahore airport have been cancelled.

Sources said that such measures were taken for landing of the PAF aircraft in case of any emergency while they flew over Lahore and Rawalpindi.  <<UNQUOTE

The shipping companies, suffering from the global credit crunch, are reluctant to hire guards for the convoys, which supply 75 per cent of US supplies in Afghanistan and a smaller proportion of NATO's.

Local firms subcontracted to deliver the supplies blame the Government and each other for failing to secure freight terminals in the northwestern city of Peshawar from repeated attack. They also want Britain and the US to lend them money so they can buy their own trucks instead of hiring individual owner-drivers.

Owner-drivers want more money to drive from Peshawar to Kabul because of the risks. Those who have lost vehicles in recent attacks want compensation.

NATO and US officials say the recent attacks have not affected their military operations.

The dispute, however, highlights the fragility of the Pakistan route, which has shut several times this year, forcing NATO to accelerate efforts to open a "northern corridor" through Russia.

It also illustrates the risks of subcontracting vital military logistics operations to an extent where it is unclear who is responsible for basic security.

The recent attacks have destroyed 200 of the 700-800 long vehicles available to carry heavy military equipment.

The recent attacks were apparently carried out by militants and criminal gangs from neighbouring regions, who have upset the traditional tribal structures controlling the Khyber Pass.

But some Pakistani hauliers have been blamed for failing to conceal military supplies or provide enough guards at freight terminals around Peshawar.

It is clear that many Indian politicians may not be in a good mood to retaliate solidly against Pak666, but the war may be imminent because when Pak666 senses this, it may attack India on some flimsy pretext or the other. Pak666 somehow wants to withdraw from its internally unpopular war against Taliban and terrorism in Afghanistan and Pakhtunistan. So it may attempt and initiate to go for a popular war against India.

The report further stated that the "crux of the meeting" between Zardari and Kayani "was that any further buckling under mounting Indian pressure would prove counter-productive in the sense that it would further encourage New Delhi to further build up pressure on Islamabad".

The two leaders met hours after the Pakistan Air Force enhanced its vigilance and warplanes conducted sorties over key cities like Islamabad, Rawalpindi and Lahore. Speaking in Karachi, Prime Minister Yousuf Raza Gilani too said the nation would stand united in the event of any aggression "on the eastern border".

During a meeting last night with the visiting US Chairman of the Joint Chiefs of Staff, Admiral Mike Mullen, Kayani said Pakistan reserved the right to defend itself in case of any aggression from India, Dawn News channel reported.

In his hour-long meeting with Kayani, Zardari said he believed in gearing up efforts for peace, which should not be taken as a sign of weakness.

Zardari also said Pakistan wanted peaceful and cordial relations with all its neighbours, but the "threatening statements" of the Indian leadership were creating an atmosphere of aggression and harming the regional environment, The News reported.

He said all national security agencies, the army, political leadership and the people are united to meet any aggression against Pakistan. The country has the right to defend its borders in case of any aggression, Zardari added.

The move reflects Indian government’s frustration about the defiant attitude of Pakistan, even as India faced the worst ever terror strike. Moreover, the move also aims to further corner the Yousuf Raja Gilani government and prove before the international community that Pakistan has repeatedly failed to live up to its commitments against terrorism.

Indian authorities have been providing substantial evidence about the nationality of those who attacked Mumbai and their masterminds but Pakistan has been categorically rejecting to acknowledge the fact that all those involved in the incident were actually its citizens, who were especially trained for the purpose by militant organisations operating from its soil.

In the letter, a copy of which was sent to Malik yesterday by the Pakistan High Commission, Ajmal had detailed the circumstances of his arrest and sought legal assistance from the Pakistan government.

Malik claimed that the Lashkar-e-Toiba (LeT), the banned terrorist group blamed for the Mumbai attacks, did not "exist now" and the government would decide on proscribing its front organisation Jamaat-ud-Dawa (JuD) if investigations proved it was involved in terrorist activities. <<<UNQUOTE

While the name of the Pakistan establishment involved in the attack was not clear immediately, the sources did not rule out the possibility of active and direct involvement of its Army.

The sources said McConnell has passed on the findings of FBI team to the officials in the Government and the US probe agency would now be giving final touches to chargesheet in which it would be naming the accused persons.

The FBI had registered a case in the Mumbai terror strikes as according to the US laws, the agency had to file a chargesheet in case of a death or torture of any American national outside the country.

The top US official also held series of meetings with Union Home Minister P Chidambaram and senior officials including National Security Advisor M K Narayanan and discussed issues relating to evidence gathered so far in the probe in the 26/11 terror strikes, the sources said.

Director of National Intelligence (DNI) is considered to be the most powerful intelligence official of the US government under direct command and control of the US President and reports to him only.

The role of the DNI is to effectively integrate foreign, military and domestic intelligence in defence of the homeland and of the US' interests abroad from its 16 spy agencies. It came into existence after the audacious 9/11 attacks in the US.

The FBI officials, before completing the probe, had questioned Kasab, the lone Lashker-e-Taiba militant involved in November 26 terror strikes, for over nine hours recently to ascertain about his role and handlers in Pakistan.

During the questioning session, the FBI sleuths asked the arrested Lashkar terrorist minor details about his native places, including the lanes and by-lanes of the area. Kasab hails from Ukkad area of Faridkot district in Pakistan.

The FBI had also taken the DNA samples of the nine Lashkar terrorists killed in Mumbai to ascertain whether it matched with anyone in their data bank or has any relations with persons killed during operations of Allied Forces in Afghanistan.

Hundreds of would-be bombers had been "given suicide jackets and explosive-laden vehicles for protection of the border in case of any aggression by the Indian forces", he said.

"The time had come, to wage a real jihad that the Taliban had been waiting for," Mehsud, for whom the Pakistani and US forces are on the look out claimed.

"We know very well that the visible and invisible enemies of the country have been planning to weaken this lone Islamic nuclear power. But the mujahideen will foil all such nefarious designs of our enemies," he said.

This is for the first time Mehsud has admitted that Taliban has marshalled thousands of fighters close to the Afghan-Pak border and where Pakistani army has launched a major operation to flush them out.

Mehsud said people might question how the Taliban would fight alongside the Pakistan Army when the militants had been fighting the force for a long time.

"Therefore, I want to make it clear that the army was acting otherwise (in the past). But now it would fight for the protection and survival of the country, which is why we will support them," Mehsud said.

Mehsud, who was accused by former president Pervez Musharraf of masterminding the assassination of PPP chairperson Benazir Bhutto in December last year, significantly said the Taliban would defend the country's frontier with Afghanistan in the event of hostilities with India.

He said he wanted to "assure the nation, government and army that they should not worry about Pakistan's western borders with Afghanistan" as "thousands of his armed fighters had already been deployed to safeguard the strategically important frontier".

Taliban fighters are ready to fight under the army's command, he said, but remarked it would be better for the military to "give them a separate sector or specify special targets" for the militants".

Tensions have escalated in the region after India blamed Pakistan-elements for the Mumbai terror attacks, which killed over 180 people. India has asked Pakistan to take action against elements, including the Lashker-e-Taiba terror group.
   
Though India has said war is not an option, Pakistan's top leaders, including prime minister Yousuf Raza Gilani, have said the country is prepared to face any aggression on the eastern border. Several Taliban commanders have pledged their support to the Pakistan Army in the event of hostilities with India.<<UNQUOTE

On Tuesday, Mehsud, whose TTP is one of the biggest Taliban terror groups in the FATA areas, offered his bombers to the Pakistan army to fight India. In the immediate aftermath of the Mumbai attacks, Mehsud and Maulana Fazlullah (Tehreek-e-Nafaz-e-Shariat-e-Mohammad) in Swat had both offered their respective terror groups to "help" the Pakistan army. The aggressive noises against India were designed to signal that they meant business and to extend their appeal beyond the large sections who have already embraced them.

In the process, however, the lid may have been taken off the tacit alliance that Pakistan army was always suspected to have with Taliban even when the two were fighting in Federally Administered Tribal Agencies and North West Frontier Province.

Bill Roggio, a US counter-terrorism expert, wrote this week, "Baitullah's commitment to back the government confirms the policy of the Pakistani military and government of creating strategic depth by supporting the Taliban in Afghanistan and a host of Islamist terror groups inside Pakistan and Kashmir. The Pakistanis believe that the terror groups will provide manpower and support in the event of war with India, and that Afghanistan and the mountainous North West Frontier Province would serve as an impenetrable fortress in the rear in case of an Indian invasion."

In public, the Pakistan army, which has fattened itself on assistance from the US to fight Taliban, naturally protests against the suggestion of a clandestine nexus. But a senior Pakistan army official told journalists soon after Mumbai attacks that the military and Taliban were fighting in FATA due to "misunderstandings". "We have only some misunderstandings with Baitullah and Fazlullah. These misunderstandings could be removed through dialogue," he had said. It was later revealed that the army officer was a corps commander.

It seems that the alleged threat from India will serve as the excuse or justification to resolve the "misunderstandings". While this will not surprise India or the US who have viewed Taliban as Pakistan's proxy, an open alliance has reinforced the fear that creeping Talibanisation of Pakistan's establishment has gathered pace.

Fanatical jihadi troopers are moving determinedly out of FATA and into the settled areas of western Pakistan. A US Congress report in November said "so-called settled areas" of Pakistan beyond the tribal regions have come under attack from pro-Taliban militants. Indeed, the "Talibanisation of western Pakistan appears to be ongoing and may now threaten the territorial integrity of the Pakistani state".

While India is a lot more cognizant of this reality, Mehsud's anti-India rhetoric should serve as a wake up call for western governments who still prefer to look at the thin sliver of army leadership who appear to be moderate. They are neither innocent about Pakistan's sponsorship of Taliban or that the collaboration has continued even after Islamabad signed up for the "war on terror". They have, however, winked at evidence of continued camaraderie because of Pakistan's promises of a new beginning and because of their dependence on the Pakistani army for success in Afghanistan.

A few weeks ago, the British press revealed that the UK had hushed up its success in a significant anti-Taliban operation in Afghanistan's Helmand province in 2007 after discovering that the jihadi commander killed was a serving senior level officer in the Pakistan army. His military ID was found on him.

Another US officer, Chris Nash, went on record recently to say Pakistani forces flew repeated helicopter missions into Afghanistan to resupply a Taliban base camp. "On numerous occasions, Afghan border police checkpoints and observation posts were attacked by Pakistani military forces."

Recently, Afghan President Hamid Karzai said he had given GPS coordinates of Mullah Omar to US and Pakistan but nobody took him out. Pakistan's reluctance to act against Taliban should not surprise. It considers the swelling jihadi army as a strategic asset crucial for its ambitions in Afghanistan.

It is the long lance of Pakistan's foreign policy in the region, to keep India unsettled and bring Afghanistan under control. Besides, the facade of fighting the Taliban is the best way the army-ISI establishment can get funds, technology and equipment from the US and Europe. That's a powerful incentive as well. Pakistan's foreign policy
games have become profitable -- it's the best way of keeping the army flush.

John Negroponte, US deputy secretary of state said in October, "The US and our allies face near-term challenges from Pakistan's reluctance and inability to roll back terrorist sanctuaries in the tribal region."

That is the reason why the military leadership does not find anything amiss about Mehsud -- accused in the murder of Pakistani President Asif Zardari's wife Benazir Bhutto -- saying that his militia would fight alongside the army against India. <<UNQUOTE

India's case about the Pakistan hand has also been borne out by the data the Americans retrieved, using their superior technology, from the damaged mobile phones used by terrorists while they were carrying out the massacres in Taj and Trident hotels
. The phones had got severely damaged in the fire that broke out during the gunfight.

"We are committed to get to the bottom of this case," US officials are learnt to have told their Indian counterparts during their interaction spread over 48 hours.

The Americans are planning to confront the Pakistanis, still in denial mode, with the evidence that their own investigation has thrown up. Sources said the UK
has also passed on electronic intercepts, described by a senior source as "one clinching piece of evidence", to India.

McConnell, along with FBI officials who have been camping in India in connection with the probe into 26/11, has held meetings with home minister P Chidambaram, national security advisor M K Narayanan and senior Indian intelligence officials.

Indian experience with the US intelligence agencies has so far not been satisfactory, with the latter winking at evidence against Pakistan because of its dependence on Islamabad for success in Afghanistan. Indian agencies, however, feel that the response could be different this time because of the fact that Mumbai casualties included US nationals.

The FBI is mandated to take the probe to the logical culmination, which will include charging the names of Lashkar leaders and their collaborators in ISI that come up in the probe.

Diplomatic sources said it was Kayani who personally torpedoed the proposal by Gilani to send the DG-ISI to India. He reportedly told a friendly diplomat, "The Indians will be asking for me the next time." It was also Kayani who went on record to state that Pakistan would respond "within minutes" to India. All indications are that the Pakistan army is spoiling for a fight.

When Kayani was made army chief by former president Pervez Musharraf in late 2007, all that was known about him was his reclusive nature, his apolitical bent and that he was a professional soldier and a keen golfer with an 18 handicap.

But like Musharraf who did Kargil because he apparently wanted to avenge the Siachen blunder of 1987, Kayani is a veteran of the 2001-02 standoff with India, when he was director-general military operations (DGMO). That mobilization was crucial for Taliban and al-Qaida to escape into Pakistan after the US blunder in Tora Bora.

In September 2003, he was appointed Corps Commander of the powerful X Corps at Rawalpindi. Remember, it was this corps that launched Musharraf in power in 1999. In October 2004, he was named DG-ISI, where he was a quiet chief, but very important developments happened during the time. Then, as ISI chief in the last couple of years, he was in charge during the resurgence of the Taliban and the growth of the Pakistani Taliban and the peace deals in the NWFP.

For India, he came when the Indian establishment was very nostalgic about Musharraf. But as Kayani maintained a low profile and went about his business, India was also lulled into believing that the democratic experiment in Pakistan may have a chance. Therefore, even though the Kabul bombing of the Indian embassy was traced directly to the Afghan cell of the ISI, the Indian government read the riot act to poor Gilani, who, after being slapped down for daring to suggest that the ISI come under civilian control, had to beat a humiliating retreat. Then, in September, India did the full monty with Zardari in New York. All the while Kayani had other plans.

Then Mumbai happened, the threads of which, it is now becoming clear, go back to the army. <<UNQUOTE

He also repeated Pakistan's demand that India provide evidence to support its claim that the 10 gunmen who killed at least 164 people in Mumbai last month were Pakistani and had links to the militant group Lashkar-e-Taiba.

"Whenever we receive evidence, we will examine it and investigate it, and we will share it with our people," Gilani told reporters at the tomb of former Prime Minister Benazir Bhutto in southern Pakistan, ahead of the first anniversary of her assassination on Dec. 27.

India has given Pakistan a letter from the lone surviving gunman involved in the attacks, Mohammed Ajmal Kasab, reportedly saying he and the nine others were Pakistani. He also asked to meet with Pakistani envoys, but newspapers in Pakistan reported Thursday that the government has rejected the request because it has no record of Kasab as a Pakistani citizen.

"How can we give him consular access without having knowledge about his nationality?" Dawn newspaper quoted the head of Pakistan's Interior Ministry, Rehman Malik, as saying.

India has said it has provided Pakistan with sufficient evidence and wants the government to crack down on Lashkar and other militants operating out of Pakistan.

Pakistan has arrested several senior members of the banned group and moved against a charity that India and others say is a front for Lashkar. But many in India are skeptical Pakistan will follow through on its crack down against Lashkar, which was created in the 1980s with the help of Pakistan's intelligence service.

Gilani said he understands Indian officials are under tremendous pressure to take action but sought to assure them that Pakistan was committed to cracking down on terrorists.

"We do not want our land to be used for terrorism," said Gilani.

At the same time, Qureshi said Pakistan's military is "alert and vigilant" in case it needs to respond to Indian action. Pakistani fighter aircraft have flown over several of the country's major cities in recent days, but Qureshi said the military has not mobilized its ground forces.

"India should refrain from any surgical strike," said Qureshi. "It should not commit this mistake, but if it does, Pakistan will be compelled to respond."

Also Thursday, police said they recovered 880 pounds (400 kilograms) of explosives and more than 500 detonators from a house in the Pakistani capital of Islamabad.

Police arrested 10 people inside the house during Wednesday's raid but were still looking for the owner of the explosives, said Asghar Raza Gardaizi, Islamabad's police chief.

Pakistani officials have expressed concern about the spread of violence in the country outside the tribal areas bordering Afghanistan, where al-Qaida and Taliban militants have sought sanctuary.

Militants attacked the Marriott hotel in Islamabad in September with a truck bomb, killing more than 50 people. <<UNQUOTE

Om Parkash, who used to run a small shop near Peshawar, said in the past few years many Hindus had been killed by criminals for ransom or for not converting to Islam.

Many of the refugees are keen on taking Indian citizenship. Official sources said the problem had been brought to the notice of the Union home ministry. ?If we give them Indian citizenship, our relation with Pakistan may be affected. That is why their cases have been pending for so long,? the sources said.

These are ties, he says, the Bush administration never found a way to break.

And they will not be broken, he said, until Pakistan's generals and spies acknowledge what President Asif Ali Zardari learned only after the assassination of his wife and former prime minister Benzir Bhutto -- that the struggle against Al Qaeda and its ilk is as much Islamabad's war as much it is America's.

Obama, according to Riedel, should approach Pakistan with a 'subtle and deft touch' and strengthen the civilian government of Zardari to act as a counterweight to the military and intelligence apparatus.

Riedel advocates that the US must stop selling 'big-ticket weapons' to Pakistan that have traditionally been used against India and instead provide helicopters and night vision goggles for the Pakistani military to battle the militants in tribal lands.

He says that America's too-cosy relationship with Musharraf undid the US, generating more hatred against Washington in Pakistan than against India or Al Qaeda.
