Is U.S. Immigration Law Racist?

According to Numbers USA supposedly a lady working on a PHD suggested that US immigration law is racist and is only preferential to non Hispanic whites which we know nothing can be farther from the truth.

Yes, it is racist because it is designed to put people in danger solely because they are white.  If we had a border fence and all Muslim immigration was stopped, that would be non-racist.
