I have heard people doing this to attack dogs to enable them the have the element of surprise. I see people are now doing this to their household pets which is sad. The sad fact is that people that should not keep dogs do. People are away from the home for extended times and the dog is often left on its own. Keeping a dog under conditions like that is almost abuse. They are now compounding the abuse with another by cutting the dogs vocal cords...... What next?
