Regarding your answer to ProJewGreekChristian's question-- The only reason why Milosevic surrendered was because he had no other choice. If he refused to sign NATO's peace treaty, NATO made it clear that they would have started carpet-bombing. Half a million people would have died within a week. Russia also refused to do anything. There was nothing he could do. Milosevic can be criticized for a lot of his decisions and actions but there was nothing that he could do in that particular instance.
