They already have deals with renult and nissan to produce the cars. The israeli government has aproved of this plan. his company is called better place. If it runs on water that could be a big problem for Israel because water is so limited in Israel

Can run on sea water that is even better ,because when he run on fresh water you must to add some salt usually baking soda, but can be used table salt!
