Kissinger was a hard guy to figure out: He did a reasonable job for Nixon, negotiating America out of the Vietnam war, using the classic good cop (Kissinger) vs bad cop (Nixon) method. That's the plus side. The downside was that everybody realized that South Vietnam was doomed to fall regardless of that so-called Paris peace treaty, because the North Vietnamese would just start attacking again after U.S. troops left. And so it went.
Reagan absolutely loathed Kissinger. When Reagan ran against Ford for the 1976 Republican party nomination, Reagan described Kissinger as having 'an almost hypnotic control' over Ford, and that wasn't a compliment.
