As per the advice of Bill it is highly justified to arm the rebels i.e. the agglomeration of the sunni muslamic peoples democratic socialist revolutionaries and their friends of various AQ brands. After all it is a great sin done by the muslamic Assad who is supposed to have killed a few of other muslamics by something like the chemical agents or gases etc.

Russia says Syrian no-fly zone would be illegal:
Russia has raised the stakes over Syria by declaring that any plans for a no-fly zone to shelter rebels under assault from troops loyal to President Bashar al-Assad would violate international law.

The no-fly zone will be able to hamper and hinder the muslmic infighting only for a small period of time. So even if applied, it may not be useful in the long run.
