Hundreds of civilians' killed in Raqqa as US steps up campaign to oust Isis from Syria, Amnesty says
Russian-backed government forces carrying out indiscriminate attacks against citizens using cluster and barrel bombs, human rights NGO reports
Amnesty International has said a US-led coalition campaign to oust Isis from Syria's Raqqa has killed hundreds of civilians, and those remaining face greater risk as the fight intensifies in its final stages.
The rights group also said Russia-backed Syrian government forces had carried out indiscriminate attacks against civilians, reported to have included cluster and barrel bombs, in a separate campaign against the militants south of Raqqa city.
“Civilians are... trapped in the city, under fire from all sides,” Amnesty said in a report.
It said the US-backed Syrian Democratic Forces (SDF), which includes Arab and Kurdish militias, must take more care as they battle for the city's central districts.
“It is imperative that all the parties to the conflict take all feasible precautions to minimise harm to civilians, including ending the use of explosive weapons with wide area effects in populated civilian areas, in compliance with the prohibition on indiscriminate or disproportionate attacks.”
Isis, which took over Raqqa and its environs in 2014, uses civilians inside the northern Syrian city as human shields and targets those trying to escape with snipers and mines, Amnesty said.
“Isis wouldn't let us leave. We had no food, no electricity,” a former Raqqa resident told Amnesty, one of 98 displaced individuals it spoke to in northern Syria.
It is difficult to establish how many people have died in the battle for Raqqa.

ISIS claims responsibility for dual attack in Iraq:
Sixty-six people were killed and 97 others were wounded when ISIS militants carried out a coordinated attack targeting a security checkpoint and a restaurant in the south of Iraq on Thursday, according to a statement released by Dhi-Qar Police headquarters.
ISIS claimed responsibility, saying it targeted Shiites in the outskirts of Nasiriya city in the south of Iraq, according to an ISIS statement circulating on ISIS telegram channels.
An armed attack on a restaurant was followed by a car bomb and a suicide bomber at a nearby checkpoint, the police statement said. Security officials foiled an ISIS attack on a second restaurant nearby, but several security officials were killed and wounded in the exchange of fire.
Iraqi security officials killed six of the attackers, the statement added.
Footage from Al-Nasiriya TV showed a hectic scene of the injured arriving at the al-Hussein Educational Hospital.
Security officials in Nasiriya said seven Iranian pilgrims were among those killed and at least 10 others were among the wounded people. Most people were heading to the Shiite holy city of Karbala.

The links of this killer can not be established so far with ISIS because he was not any lone wolf killer but was a lone fox killer.
