Yes, A Grand Jury is needed in the states where the victims families reside.  Makes perfect sense why Boehner has been stalling...he knows Republicans would oust his petute but Good, if he was asked to help Chris Stevens and the other personel in Benghazi and did nothing or at least alerted other Republicans to do something.
