Bayit Yehudi leader looks ahead to panel vote on bill seeking to amend Basic Law, allow courts to sentence murderers to life in prison without parole; "the time has come to put an end" to freeing murderous terrorists, he says.

Economy Minister Naftali Bennett pledged on Saturday "to put an end" to freeing murderous terrorists ahead of a Knesset panel vote Sunday on a bill that if passed could be used to prevent the release of terrorists in future peace talks.

"For the last thirty years Israeli governments have been releasing murderous terrorists. Sometimes in exchange for something. Sometimes in exchange for nothing," Bennett said on Facebook late Saturday.

The Ministerial Committee for Legislation was set to vote on the bill seeking to allow courts to sentence murderers to life in prison without parole.

The Bayit Yehudi leader vowed to forge ahead with his opposition to Israel's release of Palestinian terrorists.

"We will continue to do the right thing: Killer terrorists will never see the light of day," Bennett charged.

"The time has come to put an end to this," he said.

The proposed legislature aims to allow the courts to use the heavy sentence, which blocks the president’s ability to pardon criminals in special cases like terrorist attacks, murder with nationalist motivations, or murder of children.

The legislation is an amendment to Basic Law: The Presidency, which currently says the president may pardon any criminal.

If the change becomes law, it will allow judges to use their discretion on whether a murder is a “special case” or not, meaning there is a possibility that law may never be put to use even if it is passed.

The bill was proposed by Bayit Yehudi faction chairwoman Ayelet Shaked and MK David Tsur (Hatnua) and co-sponsored by coalition chairman Yariv Levin (Likud Beytenu), MKs Robert Ilatov (Likud Beytenu), Orit Struck (Bayit Yehudi), Shuli Moalem-Refaeli (Bayit Yehudi), Motti Yogev (Bayit Yehudi) and Yisrael Hasson (Kadima).

Likud Beytenu, Bayit Yehudi ministers vote for heavier sentence for terrorists and other "special cases," Left says bill blocks options in negotiations.

Legislation allowing courts to sentence murderers to life without pardon in "special cases" was approved by the Ministerial Committee for Legislation Sunday.

Economy Minister Naftali Bennett said "the State of Israel is opening a new page in the war against terror and its moral commitment to bereaved families.

"Years of blackmail and wholesale release will stop when this bill becomes law," Bennett added. "The Bayit Yehudi will work in the upcoming [Knesset] session to pass the law without delay."

Seven ministers, from Likud Beytenu and Bayit Yehudi, voted in favor and three Yesh Atid and Hatnua ministers opposed.

The proposed legislature aims to allow the courts to use the heavy sentence, which blocks the president’s ability to pardon criminals in special cases like terrorist attacks, murder with nationalist motivations, or murder of children.

Transportation Minister Yisrael Katz said the law is just and will deter terror, preventing defeatism in negotiations and, hopefully, put an end to terrorist releases.

"Murderers and terrorists need to know that they will not be freed. That is a significant deterrent for terror," Housing and Construction Minister Uri Ariel stated after the vote. "Most countries in the world don't negotiate with murderers and kidnappers and that is much better than what's happening in Israel in recent years."

The bill was proposed by Bayit Yehudi faction chairwoman Ayelet Shaked and MK David Tsur (Hatnua) and co-sponsored by coalition chairman Yariv Levin (Likud Beytenu), MKs Robert Ilatov (Likud Beytenu), Orit Struck (Bayit Yehudi), Shuli Moalem-Refaeli (Bayit Yehudi), Motti Yogev (Bayit Yehudi) and Yisrael Hasson (Kadima).

Ilatov pointed out that similar sentences exist in the US and that the bill, should it become law, will not discriminate by religion, ethnicity or gender of the murderer.

"The goal is to have more severe sentences, without having the death penalty," he explained. "Whoever deprives the whole world [by killing a person] will pay by losing his freedom."

Meretz leader Zehava Gal-On called the bill demagogical and discriminatory.

"I can understand the families of victims of terror's [reaction] when Israel frees prisoners during negotiations. At the same time, the government needs room for diplomatic maneuvers that will allow prisoners to be freed...as part of a deal, a political move, that will be a faith-building step to lead toward reconciliation and a peace treaty," she said.

In the coalition, MK Karin Alharrar (Yesh Atid) also spoke out against the legislation, saying it ties the government's hands during negotiations.

"We'd all like to see murderers sit in prison until their last day, but we cannot let our anger and desire for revenge to run the country," Alharrar stated.

MK Elazar Stern (Hatnua) said "the bill is meant to cover up the Bayit Yehudi and the whole government's embarrassment that they decided to free terrorists instead of briefly stopping construction in Judea and Samaria.

"It's clear to all that this law, even if it passes, has no significance for the near future," he added.

In 2012, an initiative was begun in the Knesset led by David Rotem (from the Yisrael Beitenu party), to cut the stipends and pensions paid to convicted Palestinian murderers and terrorists by 50%.  That is correct – the Knesset was only one-half working against welfare support for terrorists, by preserving only half of the stupidest idea in human history.  Rotem wanted to eliminate the Paychecks for Terrorists Program altogether but there was too much opposition from the rest of the Knesset and the government’s pin-headed lawyers. Israel’s Ministry of Justice bureaucrats opposed any reduction in the welfare benefits for the mass murderers.  It would be unjust, you see.  Insensitive to the needs of the families of the terrorists.  The Israeli Left denounced the initiative as “anti-democratic.”

What is amazing is that the Israeli Left voted against the bill. How dare anyone deny terrorists and their families the benefits of Israeli welfare payments!  Meretz and Amram Mitzna voted for the terrorists.  Mitzna is now a member of Tzipi Livni’s party. The Israeli Labor Party voted against the bill, showing that its electoral strategy seems to be to challenge the ultra-leftist Meretz party over which party will attract the most votes from the treason constituency.
