I get 'off the chain' far more than 'jump the shark'.

Actually when I was a kid, "off the chain" was some kind of black or wigger-speak and it meant something similar to "off the hook" which means it's something really cool.

Unless I was just confused and it always meant crazy.

I would think that off the hook would be used for situation good or bad that's out of the ordinary where as off the chain would be used for something or someone that is acting abnormal manor.

The dog on the corner gets off the chain sometimes.  He isn't 'off the hook'.  He is running amok and doing what he wants.  Nobody likes that.   :crazy:
