Kahane's issuses were mainly the enemies who lived in Israel including the Jews who enabled the enemies to gain strength in Israel. He was fine with the Arabs out of Israel to live in their 22 other countries, and "May Gd bless them all" as he used to say.
Even if he hardly talked about Muslims, we can infer he felt the same way Chaim feels and talks about Islam or any other fake religion. Obviously if Kahane could have his way, the arabs would live with each other and as you know, they would coexist with each other the way ISIS coexists with other Arabs/Muslims in Syria, Egypt etc. Surely Kahane inferred that if all the Arabs left Israel to the other 22 nations and one day wanted to start a war with Israel, stupidly, with the Jewish people's faith in Gd, would easily defeat these nations and continue proving to the world there is a Gd of Israel and a Chosen People of Jews.
Kahane was not so concerned with Gentiles and Anti-semites. His main concern were Jews. Either to encourage them to return home to Israel or to instill Jewish pride and no longer feel guilty or try to feel loved by the world.
