Does an evil disease like cancer which taken millions of both good and evil people around the world deserve the Yemach shemo curse?

cancer is not a person but a tool of Gd. Therefore, you don't say that curse for things like cancer, animals, and earthquakes.
But an individual who has free will and then uses it to do the most horrendous things, usually can be cursed.
