Perverted Nazi in Berlin caught by police, but not arrested

This was a really perverted Nazi. He undressed himself partially and touched his genitile organs in public before a woman. He has done the "salute" and yelled Heil Hitler additionally.

The police cought him and a doctor checked his blood. 2,3 Promille!

After this the police let him go without bail.

In my oppinion is this a big mistake. If he is so wicked, perverted and intoxicated he poses a big threat to society.
