What should I do about my Arab neighbor's chicken?

When I moved here there was not one Arab in this neighborhood now there are 4 up the street & one family in my building this is mostly a chareidi,dati leumi & masorati neighborhood with some Russian Goyot & their kids who are married to Jews. A few weeks ago the Arab got a chicken which is in the court yard which is jointly owned by us owners (the Arab is a renter) & the chicken bothers people coming up the steps .Is there any city agency  I can call to get rid of this nuisance? What next a goat or a camel?

You could get some Kushim from South Tel Aviv and tell them it's free so they can have all the fried chicken they want. UMM HMM!

Dept of health..call 311...I know this city sucks...but tell them you see multiple chickens.

311 only works in the US I think that there is another number here & there is only one chicken so far I will look up the local number & maybe I will call the SPCA.
