Unlike Gentiles, Jews have a commandment to give charity to people in need. Whenever there's a commandment, there is also an evil inclination that tries to prevent you from obeying the commandment. So that means the Jews have a stronger evil inclination in the area of charity since they have a commandment to do it, and this leads many Jews to either not give charity at all or give to evil charities.
