The sages were referring to a spiritual death. A man who is forever engaged in sexual acts is visually blinded and cannot perceive the shechinah.

The sages used this analogy to discourage too much sexual activity, as you state, forbidden or permitted. The Book of Jubilees even states that sex is forbidden on the Sabbath because it is considered "work", but that's an incorrect interpretation, as it is not work, but perhaps the author too was trying to discourage it for the same reason, and said book is not included in the apocrypha.
According to the son-in-law of Don Astruc Des Gabbai, one of the wise old men from the students of the yeshivah of Rabbenu Meshulam, circumcision is an important step to curbing masturbation. Whether this helps if the procedure is done at a later age is questionable, but there's no doubt that it is not a myth that the unwashed uncircumcised masses are obsessed with sex (Russia, for example), and not to mention alcohol (also Russia).
The physical ailments resulting from too much sex don't apply today. According to said Rabbi, he only described a hollowing out of ones fat reserves from too much sex. Today, this does not apply because of the abundance of food. Heterosexual sex (the ordinary kind, not the kind that causes aids) does not effect ones physical health in modern affluent societies where there is a lot of food. To the contrary, sex is physically healthy but spiritually destructive.

There is nothing in Rabbi Weiner's quote suggesting the physical problems don't apply today. Its inclusion in the main codification of Noahide law gives it eternal validity.

Codification of Jewish law is a complicated matter and doesn't ever give anything "eternal validity"... I suggest you do some research on the science of the codification in Jewish law before making such statements. I highly recommend E. Fram's recent "Codification Of Jewish Law On The Cusp Of Modernity".
No, the physical problems do not apply. Any doctor will tell you this. This is not up for debate, end of discussion.

I mentioned Noahide law. After Mount Sinai, it is impossible to add, subtract or change any of the Noahide commandments forever.

You're aware that Rabbi Weiner must be deriving his conclusions from Rabbi Caro or Rabbi Isserles, yes (or perhaps Maimonidies)?

Sex is healthy for the body, the aforementioned Rabbi knew this in the 13th century, and even allows sex "for the body's physical health" when it is not done specifically to produce offspring. What you do with your semen is not my concern and quite frankly does not interest me.
