I think it is difficult to just  'walk away' or 'walk back' some of Obama's horrendous policies. 
There are many factors a President has  to consider that a candidate does not.
I don't think most people that preferred Trump over Clinton expected him to accomplish or even stand by every campaign promise to a T.
And I don't see anything definitive about this story.  Just yet.
With a Clinton presidency...it would have been set in stone.
Wouldn't it?
