I am with you on most points, but I have to disagree that a 2% billionaire tax is good. Punishing success is wrong, and in the first place income tax should be abolished. Those billionaires that are corrupt or have corrupted politicians should face the full weight of the law, but with your plan they can just give everything over 999.999999 million to their relatives and still control it, or just leave the country and invest elsewhere. There might be legitimate businessmen that become billionaires, and they shouldn't have to add to their worries that they are making too much money.
