A migrant locater? Really. Who funds this garbage? The creatures that they show on the news scurrying around near the frontera (border) look as though they don't even have the smarts to use soap and water. Yet they have the potential to have self activated GPS locator's. Something just seems wrong with that scenario.

I don't think they are smart enough to use anything so technical.
