Did he give you a reason as to why these croats are still unbanned?

Hold on, we're working on the problem.  We're discussing it in the moderator's section.  I don't want to have any nazis or croats on the forum but Chaim has a different viewpoint and said before that he welcomes our enemies on the forum to debate and when they start saying nazi stuff, then ban them.  Ultimately, we're figuring out what to do with the rest of the Croats.  The ones who posted nazi comments have been banned and there are only a few left.

This is exactly the viewpoint that I have expressed, ban the outrights nazis, take on and defeat the other ones in debate, you have the truth and historical fact to back your side up, they have nothing.
