Basically they say, that Iran has stopped the nuclear programm in 2003. ???

Is this true?

Yes thats what they say,but they have been failures at most intelligence reports

Exactly.  That's why I say this report shouldn't necessarily be trusted. 

Many of the same critics who accuse the Iraq War of having to do with a NIE report and that these reports shouldn't be trusted--where some of the information turned out to be false--now praise the NIE because it causes them to believe that Iran isn't a threat.

Some Democrat candidates are citing the NIE to defend their position of being against classifying the Iranian Revolutionary Guards as a terrorist organization.  Just because they think Iran is farther away from obtaining nuclear weapons, that doesn't mean that they aim of preventing them from getting them, should be stopped.  The logic of those politicians is bad.
