Yes Mord. It is. Aside from the dealings with the Communist block association with the Western Nations, specifically America to attain "Preferred Nation Status" to import technology, miliatary/economic assets and financial "aid" which was then exported to Russia and other Communist nations to fund, aid, arm the various terrorist networks outlined in Stirling's work.
One of the most interesting aspects of this book is how the Communsts gained funding and "oil contracts" from America when America had an embargo on Muammar al-Gaddafi's Communist/Islamic Libya. Romania would import oil from their terrorist-commie cohort al-Gaddafi and inflate the price to resell it as "Romanian Oil" to America under the guise of Preferred Nation Status, which I believe came in around 1964 for the developing world but was exploited under Nicolae Ceausescu. If I'm not mistaken, this rediculous catering, rather building, of the Communist block was furthered by LBJ to be vastly exploited or "progressed" by Jimmy Carter.
All a tragic fraud that continues in our day in my opinion....
