Also, he has bad grammar. The sign should say "Peres'" instead of "Peres's."

Yes, it is grammatically correct... It is saying that the 'Honorary Doctorate' is possessed by Peres, thus is is Peres's Doctarate.

Similarly, if I was talking about James having a car, I would refer to it as James's car...
