U.S. tax dollars funding terror while Congoleeza lies to Congress.

All anyone needs to do in order to understand the Bush agenda, is to first listen to what Bush says, and then believe the exact opposite to be the truth.

Saudi civilians fund terror. Does that not affect their ranking?

Yes, but it is not limited to the Saudi Royal Family (which is like half the country by itself!)
