About as fair and open as in some Democratic stronghold districts in the US.

I can't stand putin for economically and very likely militarily strengthening Iran. But, as horrible as putin is, everyone else on the ballot is much worse (open commies, open nazis, the works)

What's bad about putin? All I heard is he has overt KGB connections, which work as some sort of government sanctionned mob. This I don't know. Is he a commie? From the little I've heard, he does get tough on the muzzies sometimes.

He is a dictator with a complex.

He does everything he can to help Iran and every other enemy of the west.

I read there were come counties in Chechnya where putting received 99.8% support with a participation of 110% of the voters.

But whatever I don't care, and with Putin or without him Russia is still going to remain the corrupt society with despotic tendencies that she is. So perhaps it's better that it's the devil we already know who remains in power.
