Does the govt pay a premium for the guns?

Then you could profit off guns you already have by selling them then using the proceeds to buy new ones, and pocketing the difference.

I doubt it. In the video one of the women said they got some gift cards out of it. However you're right that if they paid them cash they could just go and buy more guns with it.
