It's affirmative action.  Jews invented it.  It is a Judaized concept; it's Kike-ified.  Jews have nobody to blame but themselves for affirmative action.

I've worked within the 'inner city' schools... and unfortunately... this report card shares the honor with about a million other 'youth' report cards.

I betcha those courses in those schools are so dumbed down that they're easy to pass.
