I think it is a very impractical idea. It is almost impossible to bypass the federal level and over-rule them through state assemblies. Even if you had a willing majority in 2/3 of the states it would be very difficult to pull up but the demographics that elects Democrats, and RINOS for federal office doesn't magically change when you zoom in to state by state level. The same people elect the same type of garbage politicians to their state political offices.
