Some of them, I don't think it is fair to collectively characterize all of them like that.

I hope the person is punished to the full extent the law allows, but I also hope they get some psychiatric treatment before they end up taking out their aggressions on other people. Anyone that sick who doesn't respond to the cries of pain of an animal wouldn't likely respond to human cries of pain either.
