Title: Why were Jews ok with going back to Egypt?

Why were there such huge Jewish communities in egypt when the Torah warns against this? Why was RamBam ok with settling in Egypt when he even wrote in Mishneh Torah not to?

Rabbi Rosner deals with this issue in his audio lecture Commandment #500 of Sefer Hachinuch dealing with the prohibition of living in Egypt (Mitzrayim)
