I don't know why do you accuse this Serbian woman? She clearly protested and wanted to show that board is acting like Hitler so she saluted them like they probably salute each other in private.

The woman was not using the Nazi salute to show respect or be nice she was showing her contempt for the actions of the planning director... Clearly anyone that has had to deal with people in that position would know how miserable the situation can become.
The gesture was directed at Tim Stillings, the village’s planning and development services director.
Radosevich was expressing her opposition to a proposal that would allow village staff to more openly consider project applications outside the confines of the village’s Development Review Committee, which meets monthly.
It has got to the point that the people sitting on the planning board believe they have more to say about projects than the actual property owners trying to build an as of right project ( what they are entitled to build under existing code)... People sitting on some of the boards will stonewall a project for years if they feel it's not to their liking even if the owner has every right to move forward... They know most people will give in eventually or move on... This person had the gumption to tell the director just what he was... It's sad she is allowing herself to be admonished after the fact.

I feel like she may have been talking about his shaved head also. I think it was quite odd how happy she looked when she did that.
