Why does he say that RUssia, Germany, and England are the only true supporters of IsraeL?

He said "officially", with his dismissive tone of voice indicating that they're not supporters of Israel, they are the only countries that support a war against Hamas. He says this because the countries have taken positions that support Israel's attack on Hamas.
