I would say yes because Cohen is a mutilated man lfi halacha & would be obligated in all mitzvot that any other man is obligated to do even though he had his plumbing removed.
Any thoughts?

If this creature rejects the fundamentals of Jewish Belief, regardless of how you want to define it as a man or a woman, this creature should not be counted for a minyan.

He can't serve in the Temple. Even if he gave up his homosexuality and did teshuvah, it's too late. Unless he tries to get a second sex change but Halachically, he's a mutilated Kohen.

Do we count those who desecrate Shabbos in a minyan?
Where I live we have to because we can barely make 10 men for a service.

I know lubavitch say that they have to consider everyone there like they're a perfect Jew, but I've heard the opinion that every "Amen" at kadish and the repetition of amidah was using the Name in vain.
