Title: Topless Chelsea Handler asks for peace in Middle East

In New York State it is 100 % legal for a woman to be topless anywhere a man is allowed to be shirtless.
I believe it is not legal here in Israel except at designated beaches.

I know in NYC it's legal. But, I'm suprised it's allowed in Israel.
