I don't see a problem with the Rabbi's declaration.

If it is ok to break sabbath for urgencies such as hospital work and police and fire work, why not for prevention of murder?

Break sabbath to save lives. Why would that be a problem? Just watch people die?

Jews are allowed to break Shabbat to save lives.  That should be obvious when it's a question of their own lives.  It comes under pikuach nefesh.

permitted to break shabbat to go to war. In fact there is a declaration that sometimes you must start on shabbat.

War is waged on Shabbat and the chagim, and we are at war with the Arabs.
