Actually, this part wasn't meant to be anti-democrat, it's actually supposed to be just the opposite just like most of the jokes on the Simpsons.  By saying "lousy democrats,"  this is supposed to mean that people who oppose democrats are paranoid that everything has to do with the democrats, even though it's clear that the reason that Moe never made it "to the bigtime" was because he was inept at boxing.  Basically it's supposed to make people who oppose democrats look like idiots.

Actually Matt Groening does a good job of lampooning everybody equally. I have been unable to detect any real bias in his show in almost 20 seasons...
