Anyone know how to do animation

It would be nice to make an animation of obama turning into carter saying i'm back for a try at my 2nd term

I assume you want it to be professional looking.  Use a morphing software.

The only free one I know of is WinMorph.  Its at : http://www.debugmode.com/winmorph/

How about a morph from Obama to an ape?

You probably wouldn't even have to morph the video: Obama has such nice stuttering scenes that would blend perfectly to ape-sounds.
