A couple/few thoughts:
Humorist P.J. O'Rourke wrote a book entitled "All the Trouble in the World", discussing human tragedies all over the world, and especially how these tragedies were enhanced by (presumably) well-intended political solutions (ie, socialism). He devoted an entire section of that book to Haiti, and one thing that I do recall from that section of O'Rourke's book was some history about how the Haitian-Africans foolishly drove all the educated people from the island.
Closer to home, two men that I know describe making a port-of-call at Haiti while serving in the U.S. Navy. Both said that grown men were all over town hawking their daughters to sailors. Mind you, these were two separate conversations, years apart, with two separate guys who never met each other.
Look, Haiti is on the same island as the Dominican Republic, and while there's poverty in the Dominican Republic, it's certainly civilized. I once worked for a company who had an operation in the Dominican Republic, and a business trip there was considered rather nice, especially in the winter months. The island has potential, but the people there are low-lifes.
