Gentiles are obligated to fulfill the Seven Noahide Commandments because they are the eternal command of God, transmitted through Moses our teacher in the Torah. The main and best book on details of Noahide observance is "The Divine Code" by Rabbi Moshe Weiner.

 :usa+israel:                                                                                                                          :fist:

Rav Schochet himself is generously ‘charitable’ with
chokhmah in this great commentary although the
distinctions he makes between “charity,” (heartfelt giving)
and ‘obligatory’ tzedakah; the Jewish way of ‘righteous
giving, are absolutely “right on the money,” so to speak,
his tzedaka here essentially manifests itself not monetarily
but by by the extension of wisdom if that is considered
  tzedaka. Well done!
