The source is Minute, a paper publication that is inaccessible online, except for certain articles. The opening paragraph informs us that 1800 police and gendarmes had been mobilized during the riots in Villiers-le-Bel on November 25 - 28. Many of them are still patrolling the streets of that dead town:
What would have happened if, as in 2005, 300 neighborhoods were in a state of insurrection? The government would have had to mobilize 300 helicopters to support 300,000 police and gendarmes! France does not have these material and human means at her disposal... The obvious conclusion: in the event of a simultaneous revolt in all the lawless zones, France would no longer be able to cope!
