No, the seculer goverments in Europe started to show up first at 1798 (if I am not mistaking) to our days. All persecutions against the Jews befor that were made by religiouse Christians. Hitler was a religiouse catholic, at least acorrding to his speeches.

Muslims never killed Millions of Parsians, not every war that huge population get killed is a genocide. The Romans killed 500,000 Jews in the great revolt, is it a genocide ?
