I think once it's dark, it is no longer a sin. Why don't you ask Chaim in ask JTF? I am sure he will know more than me.

Get a Jewish calender, all the times (local times) are available.
One can also check online and write their area code where it is all recorded. Their are also 2 times according to 2 opinions, 1 is earlier and the other is later by about 30 minutes (Rabbeinu Tam)- Many included my Shul, use both, the first to when the night prayers start and the next to where one can turn on lights, etc.

There are online calendars you can consult.  But Jews also look to see at least two stars showing in the night sky, I believe.

its 3 stars, but you wont allways necessarily see them (cloudy days), or it could be stars, but not certain ones, the best thing is the calender, and no one can write exactly what time, because it changes every week. Just make a google search for Jewish calender, and one can get the times Shabb-t comes in and out, locally.
